O'Neill came, he saw, he liked very much what's going on at Elk/Ant and wants infrastructure to move ahead now rather than wait for resource projects to develop and provide funds. In other words, we will develop necessary infrastructure for this area using borrowed funds (hmmmmmm, from where?) and grow things at the same time. Good idea!!

PRIME Minister Peter O’Neill says he is impressed with the progress of the Antelope and Elk prospecting gas wells in the Gulf hinterland.
O’Neill who visited the project site last Thursday said it was about time to go into an agreement shortly.
Project developer InterOil and a major partner are expected to sign a joint agreement to develop the Gulf LNG project with all processing facilities near Kerema town.
The agreement would also look at the benefit-sharing agreement between the state, the landowners and the developer.
“We have to get the basics rights now so all agreements are done well so that the people and the state also benefit well in the project,” O’Neill said.
He said the future of the country looked promising with all the developments upcoming up around the country.
“We must get our basics right by improving and building all our infrastructures in place throughout the country than waiting for the benefits to come from the resource envelope to improve the services,” he said.
Gulf Governor Havila Kavo called on the government to ensure that benefits from the proposed LNG project were properly distributed and used to develop the economy.
