I would assume the whole purpose of Nautilus Minerials has always been to send all found minerals to China.  I had assumed this from the get go.

Correct.  They already have an agreement for the sale of any and all raw material they pull from the ocean.  They pay once the material is loaded onto their ship. See link for more details.
