The only reasonable explanation for that is that the PNG government is giving this project high priority and is fairly sure of an InterOil project proposal and partners within the terms of the 2009 agreement, or something else with which they are comfortable.

At a time when people openly question (on derisable grounds) the economic viability of the resource this should provide a great deal of comfort.

First persons should consider the source of the info. A college student feed info from a Hedge Fund Mgr underwater in a trade gone bad or multiple resource engineering reports.
