Per PNG law. If the shorts are shorting because they are paying some members of the DPE to delay then its quite simple. O'Neil can over ride their delay vote per the PNG constitution. That law was posted by Palm I believe. Its here someplace. EWC will not be the sell down partner, another person will be the sell down partner, and IOC can use an Internationally recognized operator per the the NEC vote. Look at Trinidad as a guide.
