Days to Cover

Last week we weren't in the top 50 of the most days to cover.  With the volume drying up to around 250k sh/day IOC is at over 40 days to cover (2 months), among the top 5.  What is keeping the shorts from churning between accounts as we saw mid-Dec?  It is illegal and my guess is the SAC investigation is giving them a little pause.
