IOC stock price spiked higher exactly at the time IOC was mentioned.

All he said was discussions with IOC are ongoing.

Yes, that really is extraordinary and actually bodes quite well. It shows that investors are in a "show me" mode towards IOC and only swayed by facts or assessments from independent parties like Exxon.
