Why Oberweis hasn't filed its 13G?

Based on Bloomberg's information, "Oberweis Asset Management Inc. increased its holding to 1.8 million shares of NQ Mobile, from 990,894 on Sept. 30, he said in a telephone interview on Nov. 18 from Lisle, Illinois. This would make the firm the second-largest shareholder with a 5.8 percent stake, according to data compiled by Bloomberg. "

Since Oberweis' holding of NQ has already exceeded 5%, why it hasn't filed its 13G so far? I can't find its 13G filing on SEC's website: http://www.sec.gov/edgar/searchedgar/companysearch.html

We will all find out the names of all holders who sold or bought  for the peirod ended on Dec 31, 2013, in Jan 2014.
