Can anyone here cite evidence that IOC was not the only one who could buy out the minority interest?  In other words, did IOC have to grant OSH permission to do so, or could anyone have stepped in and done the same?

One story has it Civelli was nominated head of the negotiations . He shopped over time the interest  in London, France,China, and more . He spread the IOC story .May have visited Total looking for buyers??
