So how does this all start to make some sense? IOC can only speak for IOC. Any sell-down that Total will do is it's business and likely something on their ledger. I will also say there have been rumors of a CSP going in very quickly. Starting to make some sense. Gives the "strategic partner" time to get some things in order and gets IOC its deal needed to satisfy Duma and preserve its licenses. Duma was holding the PRL39 approval "hostage" until they got an acceptable deal in place.
So now, what is Total working on?

Why is Hession so "sure"? He's not one to make statements like this without expecting to back them up. And they are too excited about what's going on; probably because they know more is to come "in the not too distant future".
