The PNG government signed a Project Agreement with Interoil. According to this agreement IOC had to team up with a SM to develop the E/A field. This Project Agreement overruled the IPI-rights regarding preemptive rights. Duban's remark confirms the status quo. For this reason Oilsearch has no chance to gain something with the arbitration.
