I think that is the billion dollar question.  As I've argued elsewhere Total would be giving up its foothold in the world's fastest growing hydrocarbon market.  Without a fight? Doesn't make any sense.

If Total is counting on the PNG gov't to demand a 2nd plant, note that the current Energy Minister, Ben Micah, joined the Opposition last week for tonight's vote of no confidence in the PNG Parliament.  My read is the gov't survives and Micah is replaced.
